This quote basically means that Iago will trap Cassio in his plot against Othello and use/trick Cassio as much as he can for his own gain. This was said when Cassio was having a conversation with Desdemona. The rest of the play is affected by this because Iago will use Cassio to get Othello angry and to basically use Cassio and Desdemona to ruin Othello.

Pontification is basically talking in a pompous manner or acting in a pompous manner. An example of when this happens in Act 2 is when Iago says he will make a joke out of Cassio by making him drunk and by saying that he will have Othello thanking him for it.

Iago gets Cassio drunk
Iago gets Cassio drunk by urging Cassio to drink with him and then mentions that it would be rude to not drink with the people. Then Cassio says that he will only have a single drink. Then Iago makes Cassio play drinking games to get him more drunk. By making him drunk Iago can manipulate him more easily.
